Osage County Commission Meeting Minutes

June 29, 2017

The meeting was called to order by Presiding Commissioner Dudenhoeffer at 8:30 AM.

Meeting opened with the Pledge of Allegiance.

District 1 Commissioner John Glavin present.

District 2 Commissioner Larry Kliethermes present.

County Clerk Patrick Steele on duty.

Media was represented by Jerri Voss.

Present for all or part of the meeting were: Jerry Bryan, Tim Neuner, Chris Beyer, Andi Rice, Nicci Bouse and Ralph Voss.

Approval of the Agenda:  Agenda was approved.

Minutes:  Minutes of June 27, 2017 meeting were available and were approved by the Commission.

Bills and Communications:

End of Month Checks and DSSSF checks ready for signatures and disbursement.

Meetings:

County Government Day, State Auditor Nicole Galloway, July 26, 2017 from 9 AM to 4 PM.  Nicci Bouse and Patrick Steele will be attending.

Conflict of Interest Ordinance must be re-adopted by September 15, 2017.

MRPC Dinner Meeting is scheduled in Salem for October 26, 2017. Details to be provided later.

Old Business:

Road and Bridge Items: Randy reported problems with 2004 grader and he will have the transmission repaired. That may get us one more year of service out of it and help get a higher trade in value. He reported that rock and concrete repair are needed at the new CR 317 Bridge.

New BRO Project, CR 531:  Agreement has been sent to Bartlett and West Engineering.

Plan for County Roads:  Not discussed.

Luebbering Law Suit: Trial dates are set for Nov. 6-9, 2017 in Union, MO.

Tax Support Pamphlet: No changes are needed to the pamphlet and it will soon be printed.  Jerry Voss talked about doing another article with Commissioner Larry Kliethermes reporting on the problem of not having matching funds for grants that are available.

Westphalia Road Issue:  No new information.

Agricultural Ready County Program:    The presentation is planned to be made at the start of the sale at the County Fair on July 13, 2017.

Health Care Consortium Statewide:

County Compensation Packages Committee: An ad hoc committee is scheduled to meet to discuss salary issues on July 6 at 9 AM and July 7 at 1 PM.

FEMA - SEMA Follow-up:  FEMA will be at Osage County Community Center for Private Assistance participants through Saturday July 1, 2017.

Levee Break near Morrison Follow-up: There was a discussion about the broken levee in Gasconade County that affects the land in the former Starke Special Road District.  County Clerk was asked to find out what County Roads existing in that area.  (The roads are all private roads.)  Andi said that she will submit two grant requests: for levee repair of 29 E South Levee District in Osage and Gasconade County, and for raising of County Road 275 in Osage County.

New Business: 

Budget Hearing: County Clerk provided revised copies of the proposed amendment noting that the changes discussed with Andrea Rice would be included in the final amendment version.  He reported that the other major change was the correction of the loan figures for the purchase of new sheriff vehicles from 103, 099. 50 to $90,007.50 because the earlier figure included the cost of used vehicles with discretionary funds.  The end result for General Revenue was a decrease in carry over funds of $3,600 to $90,264.79.  There was no additional changes to the Road and Bridge budget after the increase of $150,000 in revenue and spending.

County Clerk Steele will prepare these changes and print them up for adoption and approval of the Commission at the July 6, 2017 meeting.

 

Departmental Reports:

Andrea Rice brought in an application for a Floodplain Variance.  She reported that there are now 6 remaining properties still in violation of our Floodplain Ordinance. She provided copies to the Commissioners and the County Clerk. She reported that this accessory structure was built during the time that the Floodplain Ordinance was not fully enforced.  She said that they have received a no rise certificate, have elevated electric services, installed required openings, built it of flood proof material, and it is less than 400 square feet. The owners are Jack and Lorraine Riley.  The hearing for the variance will be during the Commission Meeting on July 6, 2017.

            Andrea Rice raised several concerns about her budget and the proposed amendments.  After much discussion and disagreement, proposed amendments to her 911 and Emergency Management Budgets were agreed to by all present.  $600.00 will be transferred from EM to 911 because both vehicle insurance premiums were paid out of 911 budget.  $4,175.00 in expenditures were added to the pass-through fund budget line item in EM.

Additional expenditure of $3,666.67 was added to EM budget for the cost of the next Hazard Mitigation Plan paid to MRPC.  Additional revenue of $7,538.01 was added to 911 revenue to cover the refund of $7,538.01 that was overpaid for CAD Software.

At the start of the meeting, Chris Beyer introduced himself as a recently announced that he was running for County Clerk. He said that he had a number of things he was hoping to do to continue improvement for the county and to continue the positive direction we have been going.

Adjournment:
