Osage County Commission Meeting Minutes

July 6, 2017

The meeting was called to order by Presiding Commissioner Dudenhoeffer at 8:30 AM.

Meeting opened with the Pledge of Allegiance.

District 1 Commissioner John Glavin present.

District 2 Commissioner Larry Kliethermes present.

County Clerk Patrick Steele on duty.

Media was represented by Jerri Voss.

Present for all or part of the meeting were: Jerry Bryan, Andi Rice, Lawrence Wansing, Christal Jones, Matt Thompson and Jeffrey Kettering of Rep. Luetkemeyer’s staff.

Approval of the Agenda:  Agenda was approved.

Minutes:  Minutes of June 29, 2017 meeting were available and were approved by the Commission.

Bills and Communications:

Invoices totaling $51,499.93 were approved for payment.

Starke Special Road District Report was provided to the Commissioners.

Treasurer’s Balance Sheet for June 2017 was provided to the Commissioners.

Meetings:

Board of Equalization scheduled for 9 AM on July 18, 2017 in the Commission Room.

County Government Day, State Auditor Nicole Galloway, July 26, 2017 from 9 AM to 4 PM.  Nicci Bouse and Patrick Steele will be attending.

Conflict of Interest Ordinance must be re-adopted by September 15, 2017.

MRPC Dinner Meeting is scheduled in Salem for October 26, 2017. Details to be provided later.

Workforce Meeting on November 15, 2017.

Old Business:

Road and Bridge Items: Randy reported problems with 2004 grader and he will have the transmission repaired. That may get us one more year of service out of it and help get a higher trade in value. He reported that rock and concrete repair are needed at the new CR 317 Bridge.

New BRO Project, CR 531:  Agreement has been sent by Bartlett and West Engineering to Kelly Wilson..

Plan for County Roads:  Not discussed.

Luebbering Law Suit: Trial dates are set for Nov. 6-9, 2017 in Union, MO.

Tax Support Pamphlet: The pamphlet is at the printers and Commissioner Kliethermes will cheek with the printer.

 Westphalia Road Issue:  No new information.

Agricultural Ready County Program:    The presentation is planned to be made at the start of the sale at the County Fair on July 13, 2017.

Health Care Consortium Statewide:

FEMA - SEMA Follow-up: 

Levee Break near Morrison Follow-up.  There are no county roads in the old Starke Road District Area.

FEMA/SEMA Follow-up:  No new information.

New Business: 

The  Floodplain Variance for Jack and Lorraine Riley was submitted to the Commission.  Approval of the Variance made by motion of Commissioner Kliethermes.  Motion was seconded by Commissioner Glavin and was carried by three ayes in the roll call vote.

Departmental Reports:

First absentee ballots have been mailed out as of 7/03/2017.

Sheriff’s Report for June has been turned in to the Commissioners.

Public Comments: 

Lawrence Wansing came to the commissioners complaining about the condition of the bridge on CR 542.  It has been further deteriorated and needs a new concrete cap poured on the bridge.  He said that brush along the road is bad and he offered to spray the roads himself if the County would provide the herbicide. The commissioner discussed this and determined that the County could not afford to start this. The Commissioners felt that this was not a good idea to have property owners asking to have herbicide provided to them at no cost because of cost and liability for the county.  It was mentioned that the new law would allow the County to use its funds to build at a more reasonable cost because of not having to pay minimum wages. A bid had been received from Strictland in Maries County
