   Osage County Commission Meeting Minutes

February 7, 2017

 

The meeting was called to order by Presiding Commissioner Dudenhoeffer at 8:30 AM.

Meeting opened with the Pledge of Allegiance.

District 1 Commissioner John Glavin present.

District 2 Commissioner Larry Kliethermes was present.

County Clerk Patrick Steele on duty.

Media was represented by Jerri Voss.

Present for all or part of the meeting were: Sheriff Michael Bonham, Randy Atkin, new R&B employee, Susan Long and intern from Lincoln, James and Karen Rotter, John Strubberg, Roger Backes, Sylvester Backes, Bill Reynolds, Larry Peters, Renilda Kliethermes, Dorothy Williams, Ben Haslag, Sr. Norman Bailey, Aulsbeuley?, Leonard Borgmeyer, Ruthie Verslues, Stephanie Wright, Leonard Kremer, John B. Haslag, John Borgmeyer, Lucille Peters, Joe Neuner, and Rachel Bauer.

Approval of the Agenda: Approved.

Minutes:  Minutes of Regular Meeting of January 27, 30, 31, 2017 were reviewed and approved. Commissioner Glavin did not wish to have the minutes of February 2, 2017.

Bills and Communications:

Spotlight on Osage County will feature the Osage County Health Department was handled by Tesse Wight.

Applications for new Election Support Position are due in by February 15, 2017.

The Commission Meeting on February 16, 2017 will be held in the EOC.

Meetings:

Required Commissioner Training is scheduled for February 8 through the 10th in Columbia.

Ameren Missouri meeting scheduled for Feb. 14, 2017 here.

Luebbering Law Suit: Request for information about easements for the Sestak Bridge were received.

2017 Tax Support Committee: As part of the discussion of citizens’ concerns over CR 402 in Loose Creek, the possibility of the County seeking a Capital Improvements Sales Tax to replace the expiring AXO8 ¼ cent tax was discussed.  It was explained why this should be seen as a capital improvements tax in order to avoid a rollback in property taxes for R&B and to provide for the development of sufficient local funds to qualify for additional federal and state loans.  Several commented that they could see the merits especially since it would not be a tax increase.

MRPC Regional Transportation Plan Update:  A copy is needed for the County Clerk’s Office.

Westphalia Road Issue:  A revised response to Westphalia’s letter was prepared by Patrick Steele and approved by Amanda Grellner.  It was approved and signed to be sent to Westphalia’ attorney of record

Agricultural Ready County Program Application:  No new information.

TCS Service Extended Warranty Plan:  Included in submitted invoices.

MRPC Regional Transportation Plan Update:  Need to get a copy for Commission files.

Public Comments: 

Twenty-two residents of Loose Creek appeared before the Commission to explain their concern for the poor condition of CR 402 through Loose Creek.  Rachel Bauer served as spokesman for the group and a copy of her comments are attached to these minutes.  The main complaint was the condition of the road itself which they state is breaking up.  This road at one time was Highway 50 and became a county road when highway 50 was rerouted to what is now the Loose Creek Highway.  There is a lot of traffic on the road and a lot of businesses.  Commissioners were asked to start planning for better maintenance of county roads.  They feel that the poor road is a detriment to economic development and to safety.  It was agreed that planning needed to be started and that the public should be kept informed.  These Loose Creek residents asked that a follow-up meeting occur in the next couple of months.  A copy of the R&B budget was provided to the group.  The group seemed supportive of the County’s planning for better roads.
